Regarding this article. In your PROPWATCH column, you quoted these propositions as "Props Reaching Substantive* Phase".
The following propositions as allowed by law:
a) Do not require a substantive vote and
b) Are already passed into law.

* General Court Budget (Current Term)
* Budget Part II: Previous Term Payroll
* Budget Part I: Cabinet Salaries/Titulia Post Salaries
The Department of Justice Bill 2009 has passed substantive phase and is now law. It is now the Department of Justice Act 2009.
The bill titled "Declaration of War against United States" has minimal support at present and is far from reaching substantive.
On other fronts, the Amendment to the Constitution: Art.III(5) has been sent to the Administrator of the Republic and an answer has been provided and is posted in the Admin's Blog.
